A development plan is a contract between the local authority, the developer and the community[i]. It is a spatial landuse framework that is designed to direct and control economic, social and environmental development which must accord with the proper planning and SUSTAINABLE development of the area. 

Defined in the courts by Justice in the case McGarry versus Sligo County Council
